Why not just start with your smartphone?
Smartphone cameras are more than good enough to start with and get yourself up an running.
Then you can take some of that money and get an external mic for your phone.

At the moment I would say that the Canon 200D is a great starting point for a camera. It is relatively cheap, has a good sensor and can take all the ef and ef-s lenses.
If you are willing to go second hand then I would say something like the Canon 700D.

I guess the main thing would be to just start.
Also I would say dont get too caught up with camera gear, just use your phone, it is the cheapest way to get started.
Maybe before you start you want to see what kind of topics you are interested in. If you are interested in tech but do not have access to it then maybe you should try something…

Personally I would go with a DSLR just because you can get different lenses for them which will allow you to do pretty much anything you want.
If you want that MKBHD, LinusTechTips look with the blurring etc then getting a DSLR with a lens that has a wide aperture is what you want.

What type of smartphone do you have? Generally that is a good start. If you have any smartphone from the past year or three it will have a good enough camera.
If you use your phone you can just get a cheap lav mic shown here(the mic is right at the bottom) –

I think it’s good for the price. Sound quality is little bit crappy but the video quality is very nice. It would be nice to have that kind of feature that you could adjust the lens angle like in GoPro Hero 4 Silver &Hero 5.
